KARGIL JANUARY 10, 2019:- Executive Councillor for Works and Information Nassir Hussain Munshi along with former Minister Haji Nissar Ali and former MLA Kargil Haji Asgar Karbalai called on Chief Secretary BVR Subrahmaniam at Civil Secretariat Jammu today and took up with him various issues of public importance pertaining to Kargil District.
The delegation presented a memorandum to the Chief Secretary wherein they expressed satisfaction over the recent announcement of the Governor’s Administration for grant of divisional status to Ladakh. They expressed optimism that divisional administration set up for the region will prove instrumental in resolving the issues of people in an effective and timely manner besides ensuring allocation of 100% Central funds.
The EC works and the former legislators suggested for establishment of the divisional headquarter in Ladakh region on rotation basis, for six months each in Leh and Kargil. This they said would cater an ample balance between the twin districts.
The delegation also recommended that in order to harmonize, integrate and ensure compatibility between the LAHDCs and the Divisional Administration, the Government may create the posts of Directors of all important departments and the directorates should function under the overall control and superintendence of the LAHDCs and to remain accountable to them.
They also recommended for the posting of Chief Executive Officers of Senior Secretary or Higher Level to the LAHDCs besides delinking the existing practice of CEO/DC, with the Deputy Commissioner in the twin districts to deal exclusively with the law and order.
The EC and former legislators also urged the Chief Secretary to consider the decision of the previous Government for issuance of 10% Special Duty Allowance in favour of the employees working in Ladakh region and to issue formal orders in this regard.
The delegation also stressed for the creation of a separate PWD (R&B) Circle to carry out the works of the 234 kilometres 4200 crores prestigious Kargil-Zanskar National Highway Project. This they stated would give a speedy and sound technical guidance for effective execution of the project as work of such magnitude and allocation can be hardly monitored or executed with the present system in place.
The delegation also raised other issues like expansion of the airstrip at Kargil Airport from the present 6000 feet to 9000 feet for operationalization of Boeing type aircrafts, construction of administrative block at University Satellite Campuses in Kargil and Leh besides other related issues.
The Chief Secretary gave a patient hearing to all demands and issues raised by the delegation and assured to take them up at appropriate platforms for redressal in a phased manner.
He said that flights for Kargil district under Regional Connectivity Service (RCS) is expected to kick start in near future while as efforts are also underway to develop a full-fledged airport in the district.
